Councilman McDaniel gave the invocation.
Councilman Carlisle made motion to accept the September Minutes. Councilwoman Allen seconded the motion. All in favor, passed.
Mayor Pro Tem Hale reported for the Fire Chief that there was one call to service.
Mayor Pro Tem Hale read the Police Report of Police Chief Ron Arndt. He reported three citations and four calls to service.
New Business:
Councilwoman Allen made a motion to set the Millage Rate for 2010 at 4.5. Councilman Carlisle seconded the motion. All in favor, passed.

City Clerk Haggas gave the invocation.
Councilman Carlisle made motion to accept the August Minutes with correction of Johnny Grant to Donny Grant. Mayor Pro Tem Hale seconded the motion. All in favor, passed.
Jack Meier reported four calls: two structures, one medical, and one vehicle. Mr. Meier showed the thermal imaging camera to all the Council. Finds people and hot spots. It is not equipped with the picture taking feature. It can be charged in the truck or in the building.
Mayor Pro Tem Hale read the Police Report of Police Chief Ron Arndt. He reported three citations and fourteen calls to service.
New Business:
Mr. Bob Pafford from Sowega Chlorinator Co., Inc. gave a demonstration with our water. He explained about the iron and manganese and the city’s location in the ‘band’ of both which stretches across Georgia. He showed that water treated with SeaQuest Phosphate System, before it is chlorinated as mandated by the State, remains clear. Several citizens were in attendance to share their water samples and see the demonstration. Mr. Pafford said it was a guaranteed feed rate. This system will, also, stop corrosion in the pipes and tanks. Less chlorine will be required by about ten percent. The men can install the System tomorrow.
Councilman Carlisle made a motion to purchase the SeaQuest Phosphate System for the quoted $2,305. Mayor Pro Tem Hale seconded the motion. All in favor, passed.
Carol Southard introduced herself and spoke about Block Grants for housing needs in Shiloh. She works mostly on Community Development Grants (CDG). She said that if the city might want anything in the future in the way of grants, the Comprehensive Plan
must have it in it or the DCA will not recognize the need when stated later. The city puts in no money for housing grants. The homeowner puts in the amount required depending on their income. She said that the city would want to submit for grants by January. She is paid Administrative costs through the grants. She picks the houses to be redone by grant money so no one is said to have been biased. Investment owner houses are discouraged to use the grant money. Sub-standard housing is not identified in our Comprehensive Plan. She said that there are grants out there for refurbishing the School Building. She can do a grant for paving the roads. It has to be for low income. The cost for the city for housing would be the audit fee. Since we are already having audits, the grant would just be added.
Rollback and Consolidation Forms from Wayne Morris was tabled.
Councilwoman Allen stated in answer to a question from a citizen about the ‘Fall Festival’ that on September 25, 2010 the Auxiliary will go back to a former event called ‘Dinner on the Ground’ with gospel groups coming in to sing. The tickets are $5.00 in advance, $7.00 at event. Jimmy Dunham from Manchester will be the Master of Ceremonies. It will be on the Walking Trail. It will be advertised.
Mayor Pro Tem Hale read the Second Reading of Theft of Services/Utilities Falsely Obtaining Ordinance. Mayor Pro Tem Hale made a motion to pass the Ordinance. Councilman Carlisle seconded the motion. All in favor, passed.
Mozy.com was reported on by Mayor Pro Tem Hale. It is an offsite backup of city data. Councilman McDaniel made motion to purchase the offsite backup for less than $10 a month. Councilman Carlisle seconded the motion. All in favor, passed.
Mayor Pro Tem Hale said that the welding on the Dump Truck needs to be tabled until next year as there is no money in the current Budget to cover the expense. City Clerk Haggas asked if the Dump Truck is usable in its current condition? Maintenance Supervisor Herman said that it is not usable as is. So, the city is no longer offering this service until the Dump Truck can be reinforced.
Mayor Pro Tem Hale addressed the Water Policy issue that had come up where someone needed water for clean-up. Councilman McDaniel stated that the Water Policy is adequate as is. Councilman Carlisle motioned for water to be turned on and off by Maintenance Supervisor Herman for checking of water leak. Councilwoman Allen seconded the motion. Passed.
Mayor Pro Tem Hale reported on Precision Planning, Inc. The bid process is going forward.
Councilman McDaniel said that we could designate October 30, Saturday between 5-8 p.m., as Trick or Treat night. Needs to be written on the October water bills.

Mayor Pro Tem Hale stated that there seem to be gaps in the City Ordinances. Such as Business License for businesses in Shiloh seem to not be covered. City Clerk Haggas stated that two businesses in Shiloh do not have license and seem to never have had a Business License. Councilman McDaniel stated that letters should be sent asking them to come get a Business License. Councilwoman Allen stated that businesses must be licensed according to the State law. Councilwoman Allen said that a Business License Application should be included with the letters requesting that they come get a Business License. Discussion ensued about the rates. Councilman Carlisle made a motion to reduce the On Premises Beer and Wine Retail fees to $175.00 each. Mayor Pro Tem Hale seconded the motion. All in favor, passed.
Comprehensive Plan for the City of Shiloh Public Participation Program draft reviewed.
Councilman McDaniel wants the list for the main roads to be paved submitted by July 30, 2010. Discussion ensued about the state of the City roads.
Mayor Pro Tem Hale is populating our new website with information as he has time.
Mozy.com offsite backup of data was put on hold due to a change in price for a business. Mayor Pro Tem Hale will bring it up later for reconsideration.
New Business:
Resolution Adoption for the Harris County Hazard Mitigation Plan needs to be adopted. Mayor Pro Tem Hale made a motion to adopt the Resolution Adoption. Councilman Carlisle seconded the motion. All in favor, passed.
Citizen Billy McDaniel requested an allowance of exception for Dove Shoot in city limits. Mayor Pro Tem Hale made a motion to allow an exception for Billy McDaniel to have a Dove Shoot on the last day in August, 2010 so long as Police Chief Ron Arndt is notified. Councilman Carlisle seconded the motion. Councilwoman Allen not in agreement, (Councilman McDaniel not voting), not passed.

Councilman Carlisle made motion to accept the May Minutes. Mayor Pro Tem Hale seconded the motion. All in favor, passed.
Officer David Prescott reported for Police Chief Ron Arndt three citations and nine calls to service. He made the request for permission to purchase spot light for the 2009 patrol car at a cost of $200.00. Mayor Pro Tem Hale made motion to purchase the spot light. Councilman Carlisle seconded the motion. All in favor, passed.
Fire Chief Steve Ogle reported calls to service: Two medical, one possible lightning, and car roll over. Training is still going on at Flint Hill. He received the fire gear of boots and gloves. A tracking log of gear is being kept. City Clerk was told to use the numbers on the roster for the reimbursement payments.
Old Business:
Wesley Tyus of J. Smith Lanier & Co. inquired about status of insurance proposal and Request to Bind. Mayor Pro Tem Hale made motion to accept the J. Smith Lanier & Co. premium as quoted at $8,248.00. Councilman Carlisle seconded the motion. All in favor, passed. Mr. Tyus, also, spoke about their proposal for Worker’s Compensation for the City of Shiloh. This would replace the current GMA policy. Tabled until reviewed by City Attorney.
Joseph Walter of Precision Planning, Inc. spoke about the request for information about the best possible bid to service the water tanks. He stated that there is a long history of service in the area for Precision Planning, Inc. He spoke about the City’s SPLOST and use of it to pay off loan on tank. He checked into purchase of new tank and advised to stay with current tank. Better off to bid on the open market the refurbishment on the current tank. The more bids the better the price possibility. Include both tanks in the bids
for the painting. Do not have to do the second tank if the price is more than desired at this time. Look at options to get an advance on the SPLOST or not pay off the loan as soon as planned at this time. Need to plan the timing of the bids and the availability of funds from SPLOST. Mayor Pro Tem Hale said that the proposal is tabled until reviewed by City Attorney.
Ben Vance of Vance & Associates reported on the Audit Report sent to the State. He commented on there being quite a change in the Audit. The Report is good with increase in General Fund monies, a Budget, and good comments from the Auditor. He stated that we would be ahead of schedule in filing with the State. He, also, said that with the payment of the $64,000 on the water loan, the City will be debt free and able to put money into the Water Sinking Fund for future needs. He stated that the Audit Report would be sent this week. Mr. Vance made complimentary remarks about the Mayor Pro Tem Hale and City Clerk Haggas and their handling of the organizing and filing in a timely manner. Mayor Pro Tem Hale made comments about trying to insure that the following Council will continue with the annual audits.
Mayor Pro Tem Hale re-stated that there is a need for a Water Ordinance with signatures. City Clerk Haggas had a Water Ordinance printed out for reading at the meeting. The provision for Senior Citizens rate was needed and the Affidavit for Senior Rate was included. The Ordinance is comprised of the ‘Water Meter Reading, Billings, Collecting Ordinance’ page followed by ‘Affidavit for Senior Citizen Water Rate - Renewable Each July 1st’, ‘Cut Off Notice’ form, ‘Request for Water to be turned off’ form, and ‘Insufficient Funds’ letter for a total of five pages.
City Clerk Haggas mentioned that the City of Shiloh has a new website: www.cityofshiloh.com which Mayor Pro Tem Hale created and populated with information.
City Clerk Haggas informed the Council that the RVRC Comprehensive Plan Contract was reviewed, signed, copied, and mailed to the RVRC.
City Clerk Haggas brought forth the 2010 Municipal Court Clerks 16-Hour Certification for New Clerks October 4-5, 2010 in Tifton, GA. The cost is $150. Mayor Pro Tem Hale made the motion to pay for the Certification. Councilman Carlisle seconded the motion. All in favor, passed.
New Business:
Railroad Crossing Sign tabled for lack of information. It was established that it was not a sign from the Depot with ‘Shiloh’ on it. Need to have it at the next meeting for viewing.
FY2011 Local Maintenance & Improvement Grant (LMIG) Program was discussed. City Clerk Haggas is to create a Listing of the five main roads needing paving with help from the State. City Clerk Haggas to get in touch with the Harris County for patching of roads from the listing formerly created by Maintenance Supervisor Herman.
Discussion ensued about Georgia Department of Community Affairs ‘Listening Sessions’. It was discussed as being too far to drive for video conferencing which will not benefit the city.
Memorandum and proxy form – Annual Meeting of the Risk Management & Employee Benefit Services membership discussed. Mayor Pro Tem Hale said that we have voted by withdrawing from their coverage.
Nineteen letters of Intent to FiFa printed out and ready to be mailed out. Larry Burns additional property mentioned and McLees estate settlement by daughter’s payment out of insurance coming. If it goes to FiFa, City Clerk Haggas is to use the same fees as Harris County uses. City Clerk Haggas directed to mail the Intent to FiFa letters out.

Mayor Pro Tem Hale opened the Regular Council Meeting at 7:01 p.m.
Mayor Pro Tem Hale led the pledge to the flag.
Councilwoman Allen gave the invocation.
Mayor Pro Tem Hale made motion to accept the April Minutes. Councilman McDaniel said that John Koon needed to be corrected to John McKoon and at the end of the Executive Session it needed to be stated that no action was taken. Councilman McDaniel made a motion to accept the last Minutes, Mayor Pro Tem Hale seconded the motion. All in favor, passed.
Fire Chief Steve Ogle reported no fires but one medical call. Training is still going on at Flint Hill. Gear is needed and he got the lowest prices of three vendors to submit for purchase. Councilwoman Allen stated that the Ladies Auxiliary will make the purchase for the Fire Department.
Mayor Pro Tem Hale reported for Police Chief Ron Arndt thirteen citations and five calls to service. Road Check conducted on April 22 and produced $1567 in revenue in an hour-and-a-half.
Old Business:
Wesley Tyus of J. Smith Lanier & Co. spoke about their proposal for insurance for the City of Shiloh. This would replace the current GIRMA policy with a considerable savings to the City of Shiloh and higher coverage amounts. Tabled for review by the City Attorney.
Patty Cullen of River Valley Regional Commission (RVRC) spoke about the Comprehensive Plan Contract which she had brought. The Basic Plan for $3500 is what the City is agreeing to with this contract. Mayor Pro Tem Hale stated that the Charter states that the City Attorney must review before contract can be signed. Mayor Pro Tem Hale made motion to accept the contract as soon as the City Attorney approves it. Councilman Carlisle seconded the motion. All in favor, passed.
Ms. Cullen also reported on the RVRC website meeting. She said that the cost of the development of the website would be $1200 to $1500 with maintenance based on an hourly fee.
Mayor Pro Tem Hale spoke about the Mozy.com back-up off-site of City Data. It costs $4.95 per month, is encrypted, and secure. Councilman McDaniel made motion to use Mozy.com for off-site back-up of data. Mayor Pro Tem Hale seconded the motion. All in favor, passed.
New Business:
Jack Culverson, Jr. spoke about his water being cut-off and the charges for reconnection. He stated that his water was never cut-off so he did not believe that he should have to pay the reconnection fee of $50. Ricky Herman said that he did not cut-off the water as a courtesy but he thought that Jack Culverson, Jr. understood that the reconnection fee was due. Mr. Culverson, Jr. said that he was given two hours to pay the bill which was his words to Mr. Herman. Mr. Herman nor City Clerk Haggas said that he had two hours to pay without incurring the $50 reconnect fee. Councilwoman said that Mr. Herman should have cut the water off and it was an error to not do so. Councilman Carlisle made motion to reimburse $50 reconnect fee to Mr. Jack Culverson, Jr. Councilwoman Allen seconded the motion. Motion carried with Councilman McDaniel voting against.
Pastor Terry Rainwater spoke about the National Day of Prayer. He stated that President Obama, as did all his predecessors, declared a National Day of Prayer. He requested the permission of the Council to use the Gazebo nearest the Flag Pole on Thursday at 7 p.m., May 6th for a local observation of the Day of Prayer in Shiloh. He would like to, also, tap into the power pole out there for that evening. Councilman Carlisle made the motion to allow such usage. Councilwoman Allen seconded the motion. All in favor, passed.
Pastor Terry asked that one of the Council members speak at the gathering, and all are invited to attend.
Maintenance Supervisor Ricky Herman stated that replacement chlorinator pump is needed. Mayor Pro Tem Hale made motion to purchase three pumps from E & E Co. at $312 each. Councilman McDaniel seconded the motion. All in favor, passed.
Mr. Herman requested vacation for the last week of the month.
City Clerk Haggas requested vacation on May 27th and 28th.
Mayor Pro Tem Hale stated that there is a need for a Water Ordinance with signatures. City Clerk Haggas is to have a Water Ordinance printed out for reading at the next meeting.
Councilman McDaniel is going to attend the 2010 GMA District 8 Spring Listening Session on May 12, 2010 in Hamilton at the Fire Station.
Mayor Pro Tem Hale made a motion to purchase a Tripod Website for the City of Shiloh at less than $100 a year. This is obviously much less than the $1200 to $1500 quoted by Patty Cullen earlier this evening for RVRC to develop the City a website. Councilman Carlisle seconded the motion. All in favor, passed.
Georgia Department of Transportation Certification of Cooperation was signed by Mayor Ellison so City Clerk Haggas will mail it to Mr. Queen of the DOT.
Councilwoman Allen shared Base Plan for Women’s Auxiliary building restoration.

Mayor Pro Tem reported for Fire Chief Steve Ogle two fires; one structure and one grass. VFD is looking into purchasing infrared equipment with the county matching up to $7,000 of the $14,000 infrared detector cost.
Mayor Pro Tem Hale reported for Police Chief Ron Arndt three citations and ten calls to service.
Old Business:
Charles Belcher of Utility Service Company, Inc. spoke about the renovation and maintenance of the water tank. The primer paint is lead based and is a potential big problem. More painting is possible to keep the lead covered adequately. Several years can go by with proper painting and maintenance before the lead containment removal problem will come up. He recommended two layers of paint and new coating on the inside of the tank. The lead paint always remains the City’s responsibility. He would bring the water tank up to code with safety equipment and the venting system needed. He stated that the work would be comprehensive and done in the first year and maintenance would ensue for the next four years with a cost of $23,800 per year for the five year contract: $119,000 total. Then, a three-year base maintenance contract would cost $8,273 per year. After the three-year base maintenance, the price of maintenance would increase five percent due to inflation. He does nothing electrical but anything else would be covered in the contract. Decision was tabled until next meeting so council could consider what had been proposed to them.
Mayor Pro Tem Hale went to the Direct Service Corporation letter from Mickey Tucker. Mayor Pro Tem Hale stated that we are not obligated to this organization. Others council members agreed.
Mayor Pro Tem Hale opened the bid from Robert Koon for the servicing of the Kubota tractor and Ford truck; $310.72. Councilman Carlisle made motion to accept the bid and Councilwoman Allen seconded the motion. All in favor, motion carried.
City Clerk Haggas reported that the credit card would have to be issued in the name of someone as they are not issued to businesses or cities without a name on the card. No card will be sought.
City Clerk Haggas gave an update on the City Property Taxes. Clerk directed to FiFa for property taxes not paid.
Mayor Pro Tem Hale brought up the need for a City Water Policy. Water Policy to be adopted next meeting.
New Business:
Georgia Technology Authority (GTA) sent an Invoice for beepers for period of 12.06.2006 to 10.08.2008. City Clerk to phone for more information.
Citizen spoke about Easter Egg Hunt and was recruited to join the VFD Ladies Auxiliary by Councilwoman Allen who belongs to the Ladies Auxiliary, also. Meetings are the first Monday at 6 p.m. at the VFD.
John Koon gave an update on his activities in behalf of the municipalities.
Mayor Pro Tem Hale spoke about mozy.com back-up off-site of City data at $4.95 per month.
City Clerk Haggas spoke about two different integrated systems. Both are costly. Then, brought up the EasyBill32 being used for the Property Taxes at no additional cost. Councilman McDaniel said that we should look into using EasyBill32 for the Property Taxes. A test is needed to see if it will work for the City.
Councilman Carlisle made a motion to approve the $12.00 fees for the Municipal Clerk and Finance Officers Association. Councilwoman Allen seconded the motion. All in favor, motion carried.
